How did this happen?
In 2013, the Democrat-controlled Senate and House authorized the construction of a new building in the Omnibus Tax Bill. The conference committee report included a $3 million appropriation for design, and authorized the Commissioner of Administration to enter into a lease purchase agreement to design, construct, and equip a new legislative office building for the senators and staff.
