Senator Dahms, Senate Republicans roll out a plan for safe and smart kids

On Tuesday, March 17, Senate Republicans announced their “Safe and Smart Kids” education plan.  Through both policy changes and funding priorities, the bills focus on student safety, reinforcing academic performance in the classroom, and increasing school flexibility.

“Minnesota students deserve a high-quality education that helps them reach their full potential,” said Senator Gary Dahms (R – Redwood Falls). “Our ‘Safe and Smart Kids’ plan gives schools the flexibility to strengthen academics while keeping every student’s learning environment safe.”

Senate File 3361 allows school boards to temporarily waive certain state mandates (adopted after July 1, 2023) through the 2028–2029 school year, as long as decisions are made transparently with a recorded vote and public notice. This measure intends to help districts manage budgets and direct more funding to students.

Other proposals emphasize parental involvement and student achievement. To strengthen early literacy outcomes, Senate File 3666 allows schools to retain third-grade students who have not yet met reading proficiency benchmarks, giving them more time to develop foundational skills. In addition, Senate File 3878 enables Minnesota to participate in a new federal tax credit program designed to encourage private donations for student scholarships.

“Minnesota students deserve the support they need to succeed, and parents deserve transparency and a strong voice in their children’s education,” said Senator Dahms. “It is critical to give our schools the resources they need to support students and keep families informed every step of the way.”

A second set of proposals focuses on improving safety for students and staff across Minnesota schools.

Senate File 3648 strengthens the state’s school safety infrastructure by doubling staffing at the Minnesota School Safety Center, which provides training and support for schools and School Resource Officers.

Lawmakers are also backing the Safe Haven in Every District (SHIELD) Act, Senate File 637, a bipartisan proposal that provides grants to schools to invest in critical security upgrades, such as electronic access systems, ballistic-resistant materials, mass notification systems, and safety training for staff.

Additional Senate Republican student safety proposals include:

  • Strengthening communication and accountability through parent notification requirements and whistleblower protections (Senate File 557 and Senate File 676)
  • Modifying restrictions on student dismissals to give schools more flexibility in maintaining safe learning environments (Senate File 4023)

“Our goal is simple: safe schools and strong outcomes for every student. We can achieve this by supporting teachers, empowering parents, and protecting kids,” Senator Dahms concluded.
